National Emission Reduction Policy Framework: Potential of Cap-and-Trade System in the UAE

Abstract

This research aims to form a national policy framework to reduce emission for the Emirate of Abu Dhabi. Global warming and Climate Change have become critical issues affecting decision makers to take actions that are friendly to the environment and economically viable without compromising the social welfare. Through this research we will build a baseline of the issue, what the Emirate has already done so far, and benchmark its achievements to international policies’ initiatives. Building a baseline will require us to trace the interactions and collaborations between the different entities of Abu Dhabi government in regards to the environment and emission reduction practices, and consider different emission reduction frameworks applied in other countries. Upon this we will propose a National Carbon Trading System, which is National Cap-and Trade Scheme for the Emirate of Abu Dhabi. The proposed scheme shall bring benefit for Abu Dhabi Environment and community, thus meeting Abu Dhabi 2030 Vision and its emission reduction targets.
