National security remains to be the number one concern for policy makers. Additionally, countries depend highly on national risk assessments in the decision making process. However, most governments depend on the experts review in conducting national risk assessments, which might limit the vision of the decision makers. Literatures have showed that crowdsourcing can be used as a reliable source for conducting policies. This study hence, tests the reliability of crowdsourcing as a mean of conducting national risk assessment. This study will be done by conducting national risk assessment using two approaches which are, an expert reviewed national risk assessment, a crowdsourcing reviews national risk assessment. The results will be compared, and if the results of the crowdsourcing risk assessment were close to the experts', the hypotheses would be proved. In order to carry out this study, a grounded theory, in addition to a qualitative approach that includes interviews, and surveys will be taken in order to compare the results of an expert reviewed national risk assessment, to a crowdsourced national risk assessment. The results of this study would suggest considering crowdsourcing as a means of conducting national risk assessment.
